On the afternoon of 9 April 2020, an online lecture about finance was held by the Faculty of Finance of City University of Macau, where Professor Tse Hon Kwong, the counsellor of the Macau Financial Practitioners Association, made a speech titled "New Financial Markets in Macao : Bonds and Green Bonds". The lecture was hosted by Associate Dean Khong Yueng Wah of the Faculty of Finance, and a large number of students attended the lecture through the online platform.
The lecture comprised two parts – Macao’s bonds and its green bond market. Professor Tse gave priority to the definition and types of bonds as well as the trading platforms and then moved on to the development of Macao’s bond markets. For instance, the establishment of ChongWa (Macao) Financial Asset Exchange CO., Ltd. in 2018 was an important milestone in the Macao’s bond markets; in 2019, the Ministry of Finance of China released the treasury bonds worthy of RMB2 billion in Macao, so that Macao residents had a general understanding of bonds. He even said that Macao would establish the Macao Securities Exchange in response to development and encouraged the students to pay more attention to the development of bond markets in the future. In the second part, Professor Tse focused on the origin and development of Macao’s green bonds and pointed out that the global release of green bonds showed a trend of gradual rise. He emphasized that green bonds are only used for green investment projects and environmental protection purposes, such as low-carbon transportation, energy efficiency and climate change. Besides, he analysed the current developments of the green bonds in Mainland China and Hong Kong, saying that the Macao’s bond markets should focus on sustainable development and the environmental protection in Macao should be advanced to build a green Macao. He added that Macao should become more international to support the Portuguese-speaking countries and boost the implementation of the Belt and Road Initiative. Moreover, he pointed out that Macao needed to make continuous efforts to develop its bond markets. For instance, much improvement remains to be achieved in direction (first bonds and then stocks), laws and regulations (the laws on securities and trust) and talent (introduction of and training for talents).
Finally, the students were active to raise questions for discussion and said that the lecture greatly benefited them. Besides, they conveyed their gratitude to Professor Tse for sharing the knowledge of global and Macao’s bonds and expressed the hope that he would come to give a lecture on the campus of City University of Macau.
